A site is more than one activity

The mistake that costs money on sitework is pricing the whole site at one blended rate. Clearing and fine grading do not consume the same crew, the same machine or the same hours per unit, and averaging them hides whichever one is going to hurt.

And when the job is won, the same six scopes become the six budgets it is measured against.

That means the overrun shows up on the scope that caused it. On a site job that matters more than anywhere else: the trench can be 30% over while the mass excavation carries it, and a single job-level number would show you nothing at all.
